Scope: This effort includes provisions for analytical, technical, and capability portfolio management support to the Director, Information Warfare Integration Division (IWID), Capabilities Development Directorate (CDD), Deputy Commandant Combat Development and Integration (DC CD&I). The position serves as the Requirements Analyst with an associated team. The Program Manager is responsible for all aspects of program performance including planning, organizing, staffing, directing and controlling multiple projects and tasks.

Functional Duties/Responsibilities: Provides integration and execution for all development activities associated with Command and Control (C2), Communication, Cyber, Electronic Warfare and Operations in the Information Environment (OIE). Responsibilities include analysis requirements, resolution of issues, documentation and recommendations; systems engineering expertise; assessment of tools and methodologies to improve DoD Architecture Framework (DoDAF) modeling process; establish and maintain data libraries establish and maintain a high-confidence data integrity model with exportable content and open-systems structure; conduct DOTMLPF-P assessments of candidate solutions and expert recommendations of impacts; support of Command Element Advocate and Warfighting Investment Program Evaluation Board (WIPEB) functions. Responsible for program operations, management and external communications; and analysis of Program Objective Memorandum (POM) data capabilities related to funding, baseline reviews mandated by DC CD&I, CDD, and Deputy Commandant for Program and Resources (DC P&R)

Knowledge of JCA-specific development and analysis, and ability to communicate effectively with external partners at the Secret-level across all functional areas of intelligence, cyberspace operations and MGTF EW; support and participate in JCIDS process and document development and ability to use analytical reasoning to capture capabilities and metrics evolved through the JCIDS process, and analysis of existing CPM across all Joint Capability Areas (JCAs)) contained in the Marine Corps Capabilities List (MCCL) and Marine Corps Gap List (MCGL) developed during previous Capability based Assessment (CBA), and determine traceability to applicable Marine Corps Task List (MCTL) Mission Essential Task (MET), and Mission Essential Task List (METL) areas.

Education: Bachelor's Degree and 5+ years of progressive functional experience related to the technical area in a professional work environment

Minimum Qualifications:
  • Knowledge and experience in all phases of requirements analysis, policies, processes, standards, verification, concepts, management practices, and techniques relative to DOD acquisitions
  • Knowledge of DoD 5000 and Federal Acquisition Regulation (FAR) requirements, Joint Capabilities Integration Development System (JCIDS), and the Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Must have the ability to analysis data, data manipulation and extraction techniques
  • Strong proficiency with Microsoft Office Excel and other products including (Word, Power Point; Access, SharePoint, etc.)
  • Must have the ability to communicate effectively, both verbally and in writing
  • Active Secret security clearance
